Community Improvement Plan

The Township of Hornepayne is undertaking a Community Improvement Plan (CIP). The Township’s Strategic Plan and Official Plan recognize the importance of a CIP as a key priority to ensure existing businesses are supported and well positioned to maintain and grow their employment opportunities, and to attract new businesses, residents and visitors to Hornepayne.

What is a Community Improvement Plan (CIP)?

A CIP is a strategic financial investment tool used to stimulate and support key community outcomes. The Plan is designed to leverage targeted private sector investment through a suite of incentive programs and eligible works to help achieve specific and defined community outcomes. These outcomes are community-specific and may include:
• facilitating growth;
• supporting the development of affordable and rental housing;
• enhancing the quality of streets, parks and public facilities;
• creating a focus for community activities;
• beautification and
• identifying changes needed to land use planning policies, zoning, and/or other bylaws, policies, and practices.

Notice: Community Improvement Plan Public Meeting

The Township of Hornepayne has prepared a draft Community Improvement Plan for the Hornepayne Urban Settlement Area.  The Community Improvement Plan establishes improvement strategies for public and private lands in the Community Improvement Area and enables the municipality to provide incentives to property owners to undertake improvements that meet the criteria established in the Plan in accordance with Section 28 of the Planning Act. 

This public meeting is intended to provide the public with an opportunity to review the proposed Community Improvement Plan before it is recommended to Council for approval. 

The public meeting will be held:

The Township of Hornepayne Town Hall October 18, 2023 at 6:00 pm

 TAKE NOTICE that a public meeting will be held to consider the proposed Community Improvement Plan (CIP)  pursuant to the provisions of the Planning Act. The purpose of this Public Meeting is to give the public an opportunity to comment on the proposed plan. The meeting is open to any person. You will have an opportunity to speak on the proposed CIP. Written comments are also acceptable. Any personal information may become part of the public record. 

The Community Improvement Plan is prepared to leverage targeted public investment in the form of capital investments and to stimulate private investment in support of priorities. Priorities include:

  • Attracting more businesses;
  • Attracting more people to live in Hornepayne;
  • Creating a year-round tourist destination/ Centre of Ontario;
  • Identifying opportunities for municipally owned properties;
  • Beautifying the urban Settlement Area;
  • Providing more amenities for residents;
  • Building safe pedestrian connections; and,
  • Marketing, branding and signage.

Comment period will be open from Sept 5 - Oct 5, 2023.

Anyone wishing to speak on this matter at the Public Meeting is required to pre-register by email to edo@hornepayne.ca, and no later than October 11, 2023.

What happens at a public meeting?

The Public Meeting is your chance to hear more about the proposed Community Improvement Plan and make your views about it known. You may also speak at the meeting or submit written comments. Information from the public will help Council in their decision-making process. Any person or agency may attend the Public Meeting and/or make verbal or written comments either in support or in opposition to the proposed Community Improvement Plan. However, persons or agencies wishing to make verbal comments must preregister.

When will a decision be made?

The proposed Community Improvement Plan will return to Council for consideration on November 1, 2023. To be notified of a decision, you must make a request in writing to the Deputy Clerk at deputyclerk@hornepayne.ca.

Rights to appeal a decision

To be entitled to appeal the decision of Council of the Township of Hornepayne, the person or public body must make oral submissions at a public meeting or make written submissions to Council before the by-law is passed. If a person or public body does not make oral submissions at a public meeting, or make written submissions to Council of the Township of Hornepayne before the by-law is passed, the person or public body may not be added as a party to a hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
